The Defense Metals Technology Center (DMTC) is committed to fostering research and projects that will help define a military-industrial base capable of affordably producing strategic metals and that will promote the use of strategic metals in the United States. DMTC is currently seeking proposals from industry and academia that will further these goals. If you have an idea for a project that meets DMTC's mission and falls within the Center's technical areas of interest, please submit it via the following procedures.

The DMTC is committed to an impartial proposal submittal and evaluation process that will foster new and innovative concepts in the strategic metals field, especially within "America's Metals Heartland."

Technical Areas of Interest

DMTC seeks proposals only for research projects that are tied to its core mission. Some of the technical areas in which we are interested include:

  • Titanium-related projects
  • Projects focused on welding and the forming of specialty metals
  • Supply chain studies
  • Plating and ballistic testing of scrap and other turnings of specialty metals.

Funding of Proposals

DMTC is not currently funding any additional projects. If you would like to submit a proposal for consideration in the next round of funding, please do so by following the procedures listed below. There is no assurance or guarantee that additional funding will be made available.

Proposal Submission Process

To facilitate and simplify the proposal-preparation process, DMTC has developed a streamlined online submission process that does not require the preparation of a full technical and cost proposal. Our process allows offerors to submit a "good idea" for a research or development project to the DMTC Board of Directors using a simple, straightforward form. If the DMTC considers the proposed concept promising, the offeror is encouraged to submit a White Paper that will enable DMTC to assess the operational, technical, and logistical feasibility of the concept.

To submit a concept for review by DMTC, offerors will first need to register for access to the RFP page of this website by submitting a login request. The next step is to submit an overview of the proposal concept in the "Quad Chart" format provided (see here for a sample Quad Chart). The information provided in the Quad Chart is reviewed for merit and likelihood of success. After a Quad Chart has been submitted, offerors may log into the system at any time to see where the proposal is in the review process. Offerors submitting information that is approved are notified and asked to submit a White Paper to DMTC. The requirements of the White Paper are detailed here. Once a White Paper is accepted, the project is funded and the results of the research are posted on the DMTC website.
